How do I make a turtle draw a line or move without drawing?

Method 1: Use pd and pu. See Squares 1.

to go
forever [fd dist / 100]
end

to road
forever [pd fd dist wait 1
pu fd dist wait 1]
end

Click go and then press the pu and pd buttons. Stop. Now click road to form a dotted line. Try different dist settings.
