If you always want the same turtle to be in front and the same turtle to be in back, the turtles are layered in order of their numbers. The higher the number the more to the to the front.

Yes. my tip was for MW Pro. This is what the HELP from 2.0 says:

"Moving and Turning the Turtle

When there are two turtles, you can bring one to the front
by pressing the Shift key while clicking on it. This
feature is particularly useful when animating turtles in
different shapes."
