I'm trying to make a project similar to that of a radar in
an air traffic control tower.  I want to program the
turtles on the radar so that when they hit the outer red
circle, they'll randomly appear somewhere else within that
red circle.  How to I create a range of xy coordinates for
them to reappear at?
