File size is a matter of personal choice. I find 3.5 MB to be quite large,
given that: in addition to downloading this large file, your browser has to
load a "quite large" plugin. And also, the user won't have a "progress bar"
to see that the downloading of the file, or the loading of the plugin, is
going well. He/she may think that the browser has crashed, even though it's
not the case.
No, there is no limit to the file size.
I don't understand the message that you are getting from IE7. Can you give
me the exact wording?

How big of a file should I reasonably expect to be able to share over
the web with an HTML template? I have a project that's about 3.5 MB
because of imported graphics and many pages (about 15) and when I open
it on the web it does nothing in Firefox and IE7 says the plugin won't
download it. Is there a limit to how much the plugin can handle?

To save an attachment to your computer, PC users should right-click (Mac users, click and hold the mouse button) on the link and then choose 'save target as' from the pop-up menu. A window will then pop up in which you can choose a location for the file.
