I have not seen the project, so I may be totally wrong about this... but...
Did you set the color detection for "once" or "each time"?

That could explain the behaviour

because the test is carried out every time the turtles move:

to go
forever [ask [t2 t3] [seth 270 fd 10 wait 0.3] test]
end


and every time the turtles are touching the counter is increased.
